I check his sign vault and there are at least 10 signs leaning against the wall. I remember reading in the HSO that Mr. Baker would run again -- as long as he has signs. Obviously, Mr. Baker leans to the engineer side of his brain and is focused on the efficiency part of the equation, e.g., if I buy a number of signs the costs b number of dollars. If I by a # of signs by an additional x factor the cost will go up at a decreasing rate whereby the actual cost per sign will be cheaper.
Had Mr. Baker been using the sales and marketing side of his brain, he would have throw away the signs after the first election and admitted that the campaign didn't work and, when people would asked him about the costs, he would say "Costs? What's that. That's just a detail."
