The city really needs to consider opening up an observation deck which overlooks the bay. They could charge to get on the deck, have those coin operated telescopes, and sell film and batteries. The revenues would probably build a new library or emergency services facility. And it would cost less then rest rooms on the end of the Dike Road, thats for sure.
